RBA Policy Concept Priorities - 2026 Legislative Session

Economic Development:

• Support efforts to address cumulative tax burdens, “stacking taxes,” and overall tax structure

• Support legislation to reform Oregon’s recreational liability waiver

• Support legislation to address Paid Leave Oregon burdensome rules

• Oppose new taxes, fees and regulatory burdens on businesses

• Support efforts to modernize permitting and regulatory processes

• Support modernized Business Oregon economic development tools

Housing, Childcare, and Workforce:

• Support policies that accelerate housing production and increase supply of all types of housing, including modernization and flexibility within the land use system

• Support policies and programs that increase access to affordable childcare

• Support policies and funding that strengthen workforce training and reskilling opportunities, particularly in industries with acute shortages: construction and health care

Infrastructure:

• Support investments in local infrastructure as a catalyst for private development

• Support flexibility of Transient Lodging Tax revenue to fund infrastructure supporting tourism-related growth

• Support policies and regulatory frameworks that enable infrastructure investment to accommodate housing and job growth

Additionally, the Regional Business Alliance is interested in the new legislative oversight tool, “Outcome Reviews,” and engaging with the Chief Prosperity Officer and Council.
